Both Reigns and Elias were drafted to the blue brand after WrestleMania 35 during the 2019 Superstar Shake-up. Reigns attacked both Vince McMahon and Elias during that event. Now, Elias is primed to take on The Big Down at Money in the Bank.

#3. To keep Reigns away from the main event for the time being
WrestleMania is done and dusted. The next major WWE pay-per-view is three months away - SummerSlam 2019. Until then, WWE will be looking forward to keep Roman Reigns away from the main event scene. After returning to WWE, Roman Reigns has not been receiving much hate from the WWE Universe. However, if WWE were to push him to the main event right away, the crowd will instantly turn on him.
Thus, WWE might be planning to promote Reigns moderately until the time comes for him to compete at the main event level once again. This is also evident in the fact that the WWE Championship picture does not involve him for the time being.
#2. To build towards an anti-authority feud.
The spokes on the wheel have been turning for a while for a Reigns vs. Authority feud.
Roman Reigns made his move to SmackDown Live by attacking the Chairman of WWE, Vince McMahon. Conveniently, a few weeks ago, Shane McMahon turned heel on The Miz after losing the SmackDown Tag Team Championship to Jimmy and Jey Uso, making him a perfect candidate to align with Vince and represent the authority figure on TV
On the latest episode of SmackDown Live, WWE teased an altercation between Shane and Reigns, before which Elias attacked Reigns from behind. The Elias feud might be a stepping stone for Reigns before he takes on another version of The Authority in the coming weeks - most probably at SummerSlam 2019.
WWE has been repeating the Authority angle for far too long and would be hoping that at least this one delivers.
#1. To push Elias
Elias has been one of the most consistent entertainers in WWE ever since he debuted on the main roster. As a matter of fact, he is one of the very few Superstars who had better success on the main roster than on NXT. Reportedly, Vince McMahon is very high on the Drifter - for obvious reasons.
A feud against Roman Reigns either makes you or breaks you. Quite a few WWE Superstars lost their momentum after a feud against Roman Reigns - Bobby Lashley is one of the best examples of that. However, there are some who benefited from a rivalry with The Big Dog - including the likes of Seth Rollins and Braun Strowman.
If WWE is still looking to push Elias to the next level, Roman Reigns is the best opponent to initiate that. Even though the chances of Elias coming out on top are slim, a fantastic match against The Big Dog could provide a huge boost for Elias.
